J&K Police to probe Davinder Singh’s role in 2017 Pulwama encounter after opposition cries foul
The ghosts of the past are back to haunt Jammu and Kashmir Deputy Superintendent of Police Davinder Singh.
Under the scanner is Davinder Singh’s 2017 encounter for the District Police Line (DPL). Singh had also gotten the highest police gallantry award for the encounter.
Congress had on Tuesday questions over Davinder Singh’s involvement in the 2019 Pulwama attacks. The allegation was made Davinder Singh had been previously posted in the area.
However, tainted cop Davinder Singh was posted in Pulwama from May 2017 to August 8, 2018.
The encounter which won Singh gallantry medal
Davinder Singh’s role in the encounter remains largely unknown. A top source told India Today TV that Davinder who would not usually stay in the DPL campus overnight stayed back on the intervening night of the encounter.
While not much was made out then, with his terror link of the officer out in the open, officials are now going to probe his involvement in the incident.
An officer in the security grid told India Today TV, “Not only is it unusual that Singh stayed back, but also the fact that the attackers knew the area very well. It does raise suspicion.”
Davinder Singh was given a police medal for his participation in countering a fidayeen attack by terrorists at the district police lines in Pulwama on August 25-26, 2017, when he was posted as a DSP in the region.
The 19-hour gun battle resulted in heavy losses for the security forces. Four CRPF men and four policemen were killed in the encounter besides the killing all three militants who carried out the attack. Davinder Singh was there an early morning when the attack happened.
Sources revealed that he voluntarily joined the police party which was part of the encounter in eliminating three Jaish militants.
In turn, he was given the Sher-e-Kashmir police medal — the highest police award in Jammu and Kashmir for going beyond the call of duty.
The Jammu and Kashmir Police, on Tuesday, clarified that the DSP had not won President’s Gallantry medal but a State Gallantry medal on Independence Day 2018.
The J&K Police tweeted from its handle, “The medal was awarded to him for his participation in countering a fidayeen attack by terrorists at the district police lines in Pulwama on August 25-26, 2017, when he was posted as a DSP in the district police lines, Pulwama.”
How top cop was caught
An old hand in anti-militancy operations, Davinder Singh was caught when Naveed Babu, a top Hizbul Mujahideen militant was kept under surveillance.
This led the J&K Police straight to the DSP. Not only that, the police found 2 HM operatives who were later caught along with DSP, were staying at his residence.
When the police party approached to apprehend him, Davinder Singh introduced the two militants as his Personal Security Officers (PSO).
DIG South Kashmir Atul Goel, who was at some distance, came out of his vehicle and confronted the DSP.
Realising that his time was up, the DSP is said to have said, “Aapne game kharab kar diya” (you have ruined the game).
According to sources, the enraged DIG is said to have slapped Singh for the act of treason. He was then taken away by state police.
Later in his interrogation, Davinder Singh maintained during interrogation that if he was allowed to carry out his operation, the J&K Police would have come out with flying colours.
The DSP had claimed that he was accompanying militants in his i10 car to ensure they surrender before authorities. But a thorough check with officials in JKP, CRPF and Army, found the claim to be untrue.
Lawyer connected Singh with militants?
Interestingly, accompanying Davinder and two militants was a lawyer identified as Irfan Mir, a Shopian resident.
Irfan’s father Shafi Mir was a Hizb commander in the 1990s at the time of peak militancy. Mir, according to intelligence sources, was a close aide of Hizb chief Syed Salahuddin.
While Irfan has no previous links to terror but the lawyer is now being seen as the key facilitator and contact point between the 2 HM terror operatives and Davinder Singh. His passport details show that Irfan Mir had been to Pakistan 5 times earlier.
