The arrested Hizb-ul-Mujahideen militants, who were being helped by suspended Jammu and Kashmir Police DSP Davinder Singh, were heading to New Delhi.
The initial interrogation of the militants – according to the top-level sources privy to the information – has revealed that they had been given the task to plot bombings in the national capital besides Jammu, Punjab and Chandigarh. The sources also said that some other militants were also expected to join them to carry out the bombings.
The Ministry of Home Affairs has now handed over the investigation of tainted DSP Davinder Singh’s case investigation to the National Investigation Agency (NIA). The six-member NIA team, assigned to the case, has reached Kashmir. He is likely to be flown to New Delhi for further questioning.
The police have also recovered a cache of rifles, ammunition and other weapons from Devender Singh’s residence. Sources in the investigating agency said that the movement plans and amount of ammunition recovered from Davinder Singh’s house suggest that the terrorists were planning to target crowded areas in New Delhi, possibly the Republic Day parade on January 26.
The initial interrogation has revealed that Davinder Singh had been assisting terrorists for quite some time. While the motive of his involvement is still not clear, prima facie it is believed he was getting money for the ‘escort’ services. Sources say he had got Rs 12 lakhs for escorting the Hizb-ul militants to New Delhi.
His under construction multi-storey house in the most sensitive zone in Srinagar is suspected to be funded by terror money.
Investigations have revealed that the arrested Hizb-ul militants, including Hizb-ul commander Naveed Babu and two of his accomplices Rafi Rathar and Mir Irfan were picked by the suspended DSP from their native place Sopian.
Babu hails from Nazneenpora in Shopian. He is a former J&K Police cop who had deserted the police force in 2017. He is suspected to be involved in two big terror acts, including the killing of 11 truckers and traders during October 2019 after the abrogation of Article 370, besides the killing of five West Bengal labourers in Kulgam on the day when a delegation comprising parliamentarians of the European Union was on a Kashmir visit.
The arrested militants had stayed overnight with the Davinder Singh at his house located in the Indra Nagar. Interestingly, the DSP was involved in anti-national activities for quite some time but the Jammu and Kashmir police authorities were unaware of his activities.
The investigation has revealed that Davinder Singh had at least a year-old relationship with the arrested Hizb-ul commander Babu.
Davinder Singh’s connection with Parliament attack
Davinder Singh’s connection with the terror groups is not a new thing. He was also accused of helping Pakistani terrorists who had attacked the Indian Parliament on December 13, 2001. Afzal Guru’s advocate had released a letter in which it was claimed that Davinder had escorted and helped one of the attackers identified as Mohammed.
Afzal Guru’s advocate Sushil Kumar had released a letter in which some startling revelations about Davinder Singh were made. In the letter, he claimed that he had met Davinder Singh in the year 2000, a year before the Parliament attack was carried out.
Sushil Kumar had accused Davinder Singh and his friend Shanty Singh of torturing him at Humhama Base Camp. The meeting with Davinder was arranged by one Altaf. Davinder had taken Sushil’s help to escort Mohammed to New Delhi and had arranged a rented house and buying a car for him.
It was also claimed in the letter that the advocate was introduced to many people by Mohammad who used to get phone calls from Davinder Singh. Mohammed was neutralised during the Parliament attack.
Interestingly, Afzal Guru was hanged but his relationship with Davinder Singh was never investigated.
