- Intelligence department alert about the border area of Bihar
- Administration suspects funding of 70 organizations of seven districts
- Intelligence agency sent report to Union Home Ministry
- Conspiracy hatched to trick people in the name of help
Regarding the border areas of Bihar, the Union Home Ministry has directed to keep an eye on the suspects. After receiving the intelligence report, the message was sent to the districts via Delhi to Patna. The district administration is taking great care. 70 organizations from 7 districts are suspected of being involved in suspicious activity.
conspiracy being hatched in the guise of help
Katihar Superintendent of Police Vikas Kumar told the media that some political party members are doing suspicious activity in the border area. Such organizations are more active especially in Katihar and Purnia. Special care is being taken on such people. Banned organizations are gathering intelligence by pretending to help people in rural areas under the guise of NGOs. People associated with illegal organizations often help by citing sick members of the family and unemployed sons and daughters. Such organizations are also making arrangements to send rural people outside the country.
Reiki to consume ‘your people’
In the border areas, the youth are also being pushed into the swamp like smuggling by luring them for money. The girls are being sent into the business of prostitution by trapping them. What number of people of which community are living in which area? What is their main way of living? People associated with such illegal NGOs are collecting many other types of data including the economic situation. In fact, according to the NGO, if anyone looks suspicious from outside, then he is dumped in such an area that no one has any doubts. This is especially discussed in the report sent to the Ministry of Home Affairs.
SSB also alert after report
SSB DIG Sanjay Kumar Sarangi told the media that the Ministry of Home Affairs has issued instructions to keep an eye on the suspects in the border areas. A special campaign is also being run. If any kind of intelligence is received, it is being shared with the local administration. An appeal has also been made to the general public to immediately inform the local administration on the sight of any suspect. Many times a consignment of drugs has been caught in the border area of Bihar. Thirty courier boys were caught in the border areas in five years. Most of these boys confessed that their ‘boss’ is in Nepal and West Bengal. For money, he works as a courier boy.
Bihar Police Headquarter gave instructions
To keep an eye on the suspects, the Police Headquarters has sent a letter of 20 points to the Superintendents of Police of all the districts. It said that if any suspicious person is seen on the road late at night, then collect data related to their mobile number, name, address and reason for leaving the road till late at night. In the intelligence report sent to the Union Home Ministry, it has also been said to stop the funding of suspicious NGOs. Who is funding such NGOs? From where is this huge amount of money coming to them? Emphasis has also been laid on getting this investigated.

Justice NV Ramanna
Chief Justice of the Supreme Court NV Ramanna has expressed objection to the behavior of police officers in the country regarding bureaucracy.
“I have a lot of objection to how the bureaucracy, especially the police officers, is behaving,” the Chief Justice said during the hearing of a petition.
He also said that in view of this, the formation of a Standing Committee was also considered to inquire into the complaints lodged against the bureaucrats, especially the police officers.

chief justice In what context did he make this comment
According to Live Law, the Chief Justice made the remarks while hearing a petition by suspended Additional Director General of Police Gurjinder Pal Singh of Chhattisgarh. In this, he had sought protection in the criminal cases registered against him.
Gurjinder Pal Singh has been charged with serious charges of sedition, extortion and disproportionate assets. Apart from the Chief Justice, Justice Surya Kant and Justice Hima Kohli were also included in this bench.
During the hearing of the petition, the Chief Justice had said, “It is a very sad situation. When a political party is in power, the police officers are with it. Then after the opposition party comes to power, initiates action against those officials. This is a new trend that needs to be stopped.”
In his remarks, the Chief Justice said that I was once contemplating to set up a standing committee to inquire into complaints against bureaucrats, especially police officers. This panel would be headed by the Chief Justice of the concerned High Court. However, he also said that he wants to keep his idea safe for the time being.

Police Department and Political Influence
Retired IPS Vibhuti Narayan Rai says on the remarks of the Chief Justice that it is absolutely true that the situation in the country is not good at present.
He says, “Whatever the Chief Justice has commented, he has done it only on the basis of some examples and in such a situation he is completely correct to say that the situation in the country is sad and there is a substantial need for improvement.”
However, Vibhuti Narayan Rai also says that the matter of forming a committee is not new. Many committees have been formed for the improvement of the police department, but the recommendations which the committees send to the governments for implementation, they are not implemented.
He says, “The Chief Justice thought about the formation of the committee, if by doing this reforms happen then it will be good. Also for the police department and also for the country.”
On the Chief Justice’s remarks with political influence, he says, “This cannot be denied in any way. This is also the most important reason for corruption. A corrupt leader needs a corrupt police officer and such an officer needs to be like himself.” of the leader.”
On the remarks of the Chief Justice, we tried to talk to several working police officers. Most of the police officers said that the question of dissent or second thought does not arise on the remarks of the Supreme Court Chief Justice.

If the state governments follow the orders, then the reform is not difficult.
Former Uttar Pradesh DGP Prakash Singh says that I completely agree with what the Chief Justice has said about the police officers.
He says, “What the Chief Justice has talked about forming a committee, but in its earlier orders, the Supreme Court, while hearing the petitions, has ordered the formation of committees at the district level, state level to improve the police department. .”
He says that in the year 2006, he himself had filed a petition in this context in the Supreme Court.
He explains that the Supreme Court had given orders for reforms but the orders were not followed at the ground level. The state governments did not implement them properly. Even if some states implemented the orders, they were not followed properly.
He says that in such a situation better than thinking of a new committee, it is better to order the state governments to follow the earlier orders issued for reforms in the police department. At the state and district level, it should be followed effectively.
Prakash Singh speaks of political influence on the police department as well as every department.
He says that police officers and bureaucrats get transferred as governments change, because politicians feel that the police officer who was close during the previous government will no longer be their kin.

The seriousness of the Chief Justice’s remarks
Senior Supreme Court lawyer Rebecca John believes that this remark of the Chief Justice of the Supreme Court of India is very serious.
She says that many such cases have come before the Chief Justice, in which there were serious allegations against the police officers and her comment is on this basis.
Rebecca believes that ‘power’ in India is limited to some departments and officers, so accountability should also be fixed. But it is not. That’s why many times, in many cases, police officers, bureaucrats misuse their power. But accountability must be fixed.
And in this context, this remark of the Chief Justice becomes more serious. If there is a committee where, there is an independent inquiry into the complaints against police officers, bureaucrats, then of course accountability will be fixed.
Popular and recent cases questioning the action of the police
This statement of the Chief Justice has come at a time when fingers are being raised about the alleged arbitrary and barbaric behavior of the police in the country’s most populous state, including the capital of the country.
A case of murder has been registered against six policemen in connection with the suspicious death of Kanpur businessman Manish Gupta at a hotel in Gorakhpur district of Uttar Pradesh.
But this is not the first case in which the police have been accused.

Earlier, questions have been raised on the role of police in the Delhi riots in the year 2020. In some cases, the court itself has reprimanded the police. The Delhi Police, which has the slogan of peace, selfless service, justice, has been shamed many times for its inability to investigate, act and handle the situation.
Last month (on 20 September), a Delhi court had reprimanded the Delhi Police while hearing a case related to the Delhi riots. Earlier, from the Delhi High Court to other lower courts, the investigation of Delhi Police and its chargesheet have been questioned.
In relation to the Delhi riots, the police were accused of not taking adequate steps to stop the riots. Answers were even sought from Delhi Police officials in the courts.
There was an occasion when Justice S Muralidhar in the Delhi High Court had to ask the Special Commissioner of Delhi Police that ‘when you have clips of provocative speeches, who are you waiting for to register an FIR?’

It was also said in the court that ‘the city is burning, so when will the appropriate time to take action come?’
Human rights activists also raised questions on the police regarding the encounter of four accused in the rape and murder case of a Hyderabad woman doctor.

Such remarks of the Chief Justice are not new.
However, this is not the first time that the Chief Justice has made a scathing remark about the police department.
Earlier in August, Chief Justice of the Supreme Court of India Justice NV Ramanna had said in a statement that police stations are the biggest threat to human rights and human dignity.
The Chief Justice had said that despite constitutional guarantees, incidents of harassment and death in police custody continued.
He had said, “The biggest threat to human rights and human dignity is the police station. If recent reports go by, even the privileged are not able to escape third degree treatment.”
Justice Ramanna had said that legal aid is not immediately available to a person in police custody and the first hours of custody usually decide what will happen to the accused.
Justice Ramanna said these things in the program of releasing the app of National Legal Service Authority at Vigyan Bhawan, Delhi.
